A leading indicator is a measure preceding or indicating a future event used to drive and measure activities carried out to prevent and control injury.
Because of the limitations in its original design there will be no guarantee that the desired outcomes will be achieved. There are key questions which the most senior managers in an organisation should be asking themselves.
Performance measurement must provide information to determine the level of compliance with the management arrangements and risk control systems.

Although there is much information available on performance measurement generally, there is little which looks at health and safety in particular which organisations can apply to their own circumstances.
